Still doesnt quite explain how i got 40 FPS out of the older GTS275 at a much higher resolution and quality

How is your GPU usage? If you can download MSI Afterburner and then run black ops for minute or two (go for gameplay, not the menu) and then quit or alt tab and see what the GPU usage is like. Turn up all the settings first and max it out.

I can tell you this tho for black ops being DX9 only it does have some decent single player graphics.

Because a GTX275 is a stronger card (just missing DX11) than a GTX460SE perhaps.

Get a quad core, and I guarantee your framerate will come up to where it should be. That K8 dual core just CAN'T feed your GPU the information quickly enough. Black Ops is a terrible port, this is well known.

I had a very similar issue like yours in Black Ops only. I had flawless fps with my 8800GT. But then after I got my GTX 480 Hydro Copper, the game became extremely choppy. This was rather odd since in EVERY other game, my GTX 480 obliterates the 8800GT.

@ OP: its not your card mate, its the game. Theres just something not right about that game.

I doubt its his CPU. With my 4.44Ghz quad core I got perfect fps with my 8800GT but choppy and laggy fps with my GTX 480 (only in Black Ops of course). Its definitely not the OP's rig thats causing his issue.

Perhaps somebody can tell me whats wrong with my specs:
EVGA X58 FTW3 (latest BIOS)
Core i7 930 at 4.44Ghz
G.Skill 4GB DDR3 at 1652Mhz
GTX 480 Hydro Copper at 900Mhz

I also highly doubt its a driver issue since I actually tried reinstalling windows 7 and tried several different Nvidia drivers for this 1 game. Glad I got to finish it with my 8800GT though

Problem changed.

I just upgraded my CPU from:

AMD Athlon 64 X2 2.7ghz AM2+

to

AMD Phenom II X2 3.2ghz AM3

Now when im at the menu its laggy and choppy but when i run around ingame the FPS is fine, is runs well at about 50 FPS. But. When I fire the FPS drops back down to 5-10 FPS then as soon as I stop it goes back up. Doesnt do it when other people or things fired, I surrounded myself with turrets and the FPS stayed up.
