Best cooler for 955BE for overclocking under $60?

My current cooler temps aren't so good when stressing cpu out at 100% when overclocking so I wanted to know what would be a good cooler + thermal paste specificly for my 955be that will fit in my raidmax tornado atx case. If just a little more money is needed that's okay (like 70-80)but I'm only a young teenager in a not-so-rich-nor-smart-at-all-family.

Pros looking for or that will be good:
Good cooling(Best one)
Will look cool in my case(Not too important)
Led lights would be nice but don't really care much.
Quite and not so much rpm(That would be very nice)

And please don't tell me to search up this on google, this forum will add more results in google so be nice to the op + rep

I really like the CM Hyper 212+ too.... cheap and works great! I use OEM paste that comes with the server motherboards (i do warranty repair for a major brand)... made by Shin Etsu.

The Cooler Master Hyper 212+ is the best heatsink for price/performance. But under $60, there are a lot more better ones.

The Prolimatec Megahalems is the best you can get for $60. But you still need to buy a fan ( or two for a push/pull config).
But if you want something with fans installed already... My vote goes to the Cooler Master V6gt. But be careful... Because it's kind of heavy and noisy
