I have a feeling I'll get yelled at for this...H50 - $59.99 @ Best Buy
It may not be top dog with the stock fan, but it's pretty good and comes with Shin Etsu pre-applied.
And you can always add LED fans if that's what you are looking for down the road.
Plus, I'm guessing you already have a 120mm exhaust fan on your case already, so you could do the push/pull without any additional expense.
(cept for a couple bucks worth of mounting screws.)

Nothing wrong with the H50, but I some people report that it's fan is a bit loud and not too efficient, it requires quieter fans and a push pull setup to make the best out of it. But at that point it's well beyond the $60 mark, and would have the person spend $70 or so eventually, better to just get one of the more expensive coolers if you're gonna spend that much - the only time to really go for a H50/70 is if you need the space and want to mount the radiator/fans elsewhere.

There was a nice deal of it being like $50 or so a week back at one of Amazon's retail partners in J&R after a rebate with free shipping, it's back up to $60 after rebate + free shipping now though.

Not to be rude, but did you look at my link?
It's $60 at Best Buy, and if the guys location is correct he lives in St. Louis, so he could prolly just pop in there and pick one up.
And while not optimal, his case already has a 120mm fan included for exhaust. All he needs to do is pick up 4 screws and maybe some rubber washers and he's got a p/p setup.
The only slight problem being the CFM difference in the case fan vs. the Corsair fan.
When I had mine at stock it's fan was nearly silent, but that;s subjective I guess.

He'd pay sales tax if he were to pick it up, but it's not an issue since he could spend up to like $80 for whatever he chooses. It's up to him, and the only reason why I linked the one from JR is just to reference that last week it was at it's lowest price. I think you read too much into my post there.

In the end, I personally think that his best choices are:
~$30-40 - Mugen 2 (depending on where he looks, probably upwards of $40), or a 212+ with another blademaster fan for p/p at under $40 in amazon.com
~$60- Frio/V6GT, effective cooling, has the LED glowing thingy on the V6GT, doesn't intrude on ram slots and fits in practically any regular mid size or full tower ATX case, within budget.
~$80 - Silver Arrow at Directron, H50 with Dual Gentle Typhoons AP-15 (but that's well over budget at this point since AP-15's cost too much nowadays , maybe AP-14's).

Honorable mention: H50 with a cheap yate loon for maybe around $66 or something.

h50 drops to $60 every now and then
seems more practical than big air coolers but performs about the same

Im rockin the CoolerMaster Hyper 212+ with 2 coolermaster 120mm fans in a push pull with Arctic sliver paste. Nice and cool, it fit in my case, install was really easy.. Love it so far! 26C(79f) as I write this with music playing in the back ground.

If I were in the market for a new cpu cooler I would jump on the H50 at that price.

couldn't agree more, I love mine and it performs great keeping my 4.2ghz 955 at under 55 under full load.

also I apparently need to get some new thermal compound as I'm just using the bluefrost that comes with it, and it is apparently a less than ideal compound
