This is not always the case. For a start, we need to know what resolution you will be running at. Secondly, and more importantly, how will you be connecting to the monitor? If you will use a vga cable, then a passive displayport to vga adapter will probably work fine!

Incorrect my good sir.

Many stores might label DP to VGA adapters as passive, but they are not. DP is a PURELY digital signal, while VGA is purely analog. It's impossible to have a passive DP to VGA adapter. ALL DP to VGA adapters are active. If they work with eyefinity is a different matter.
