Return it if you can
Massive 1.65V for generic speeds/timings... Just, completely unacceptable
I highly doubt you could run 4x4GB of that without facing problems.
Considering 1 rebate/person, This RAM for $75 after promo would cost the same $150 and before rebates. It's rare that I recommend any 1333 CL9 RAM at all, but I don't want you stuck with some crap needing 1.65V for these settings.

In fact I highly recommend you spend even more ($100-150/kit) and get some decent high speed/low timings RAM because of the SSD. Higher speed/low timings is absolutely crucial with an SSD.
What I recommend for you:
A good 1600 CL9 kit for cheap: Patriot 2x4GB 1600 CL9 - $85 + shipping
1600 CL8 kit: G.Skill Ripjaws X 2x4GB 1600 CL8 $135 shipped
The most optimal: 1600 CL7-8-7: G.Skill Ripjaws X 2x4GB 1600 CL7-8-7 $150 shipped

You'll also want to add VRM cooling before any overclocking.
