Need a cheap build for the family

I need to price out a build to be used a family computer, web browsing, email just daily use. It might also get used for online netflix on the television. Needs a keyboard and monitor, a dual core with 4gb of ram would be plenty and a graphics card isn't needed so onboard graphics is a must.

No need for it to be amd but i figured it would be cheaper than an equivalent intel system. Budget is probably $400 with kb and monitor, i was thinking a 1680x1050 monitor would be good but a 1366x768 would be acceptable.

How significant would the performance difference between the 3.2ghz i3 and the 3.0ghz x2 be? Is it worth the extra $90?
