Aliens might not have been hindered by things like ISPs - and might have invented Fiber Optic first, and get their pron that way. Who says that radio needs to be some kind of achievement, when other forms of communication are superior? Perhaps their civilization went through a radio phase, then decided to curb on that kind of noise pollution, and go all Optical - and hence, we don't get their signal. And perhaps they use kinds of modulation that we can not understand or detect. Perhaps if they have a high population, all of their broadcasts would be spread spectrum, and be well under the noise floor and hence, is undetectable.

Aliens may have reasons for this. Perhaps radio is a noise source that attracts too much attention - so they migrate from that to other, noiseless methods. Or perhaps they have transmission methods that are beyond our understanding. Maybe some kind of sub-space communications, or whatever they have. Think about it, two hundred years ago, we had no clue about radio; a hundred years ago we could send Morse Code at slow speeds; 75 years ago, Television; 50 years ago, Colour Television. 25 years ago, Cell phone were giant and expensive... Technology moves ahead; so what of a civilization that is thousands of years ahead? Maybe they abandon wireless for security reasons, or have modulation methods we can not detect yet, or perhaps they never came across the need for wireless, developing Fiber Optic or something first, and everyone having that for everything?

We just don't know, all we can do is to keep looking and come up with the dreams that one day will become the facts. Like people expect us to become part of some Federation, when really, we haven't explored very much at all - we don't even have a half decent picture of Pluto yet - while Aliens probably have done that and have the t-shirts...

Think of the time scales of the universe, Is it unheard of that our life might be 1million years ahead or behind another's development?

Think of us even 5000 years in the future, technology has shown no signs of slowing down and we would look at a planet at our current stage as intellectually infantile. 5000 is as significant to the universe as a fly dying of natural causes in Africa 20 years ago is to me.

I do not believe we have had any alien contact. I'm more curious if alien life forms have contacted eachother and the nature of that contact.

How do you define "conditions to support life"? The presence of water? Oxygen?
Who said they need that to live? We are just a grain of sand in the universe, we only know the conditions to support life in our planet, we can't know if other beings can survive with or without them, we don't know if they're "made the same material" as us...
(I'm talking about the existence of other beings, not about other planets where we can live, btw)
