I have a Patriot Gamer Series DDR3 1600 2x2GB (9-9-9-24, 1.8V). But, my motherboard (ASRock P45R2000-WiFi) supports only 1333MHz. Can I set timings 7-7-7-20 @ 1333?

I would try just setting it at 1333mhz w/ the stock timings. They slowly work the voltage down and the timings from there. Of course stability testing with every step.

System is stable with 8-8-8-24 @ 1333 and 1.8V. I realy want to know does it will be safe with 7-7-7-20.

It should be fine. You won't hurt anyhting by lowering the timings. You can probably take them down to 6-6-6-20 and even lower the voltage while you are at it.
