Is your RAM in correct slots running dual channel?
Try setting your SATA controller to ACHI, which in default is set to IDE for compability for legacy devices. Would boost your HDD by a bit.

The harddrive is sata1, i just thought my new pc would be as fast as my old one or even faster doing these things, i just find it strange that my old pc is quicker at opening programs than my new one, when their the same Hard drive.

also this Prefetcher, after say 1-2 weeks of using my pc, things will be faster than what they are now? as Prefetcher needs time to monitor what i do? can anyone confirm this? i have read up about it, i'm just slighly dumb O.o

If you were using something like XP before and are using 7 now there is extra junk to load.
You could likely turn off your page file and see an increase in zippiness.

Also, SATA mode shouldn't matter, you'll gain NCQ and hot swap with SATA II but as far as transfer speed, SATA 1.5 Gbps isn't a bottleneck here.

Personally I'd just replace with an SSD.

Well i installed windows xp 64bit at first and it was slow, i just thought my disc was broken or corrupt and messed my windows installation up, so i installed windows 7 with the same result. I've also turned alot of background junk off.

also my harddrive is sata1, if my mobo supports sata2 will my hdd change to sata2 speeds?

I wish, but no. Your speed is being held back by the harddrive. Even more so now that you have faster hardware, the lag between the faster parts and the drive is more noticeable.
