Also i've read up alot why my pc crashes if i enable ACHI, people say i need to enable it before installing windows, or i can do something in the registry to get it to work, is this correct? also if i do this, is the performance worth it?

Could it be because the x3 processor has set itself to run at 800Mhz, ie. a Cool n quiet issue?.

Try running Performance Test 7 and post your results. That should narrow down what is the bottleneck and the culprit of this problem. It is benchmark that will test all your system speeds.
Also I noticed your RAM is mismatched. One single sided and one double sided? This seems rather fishy to me.
And has it been like this since the beginning? Perhaps you got some malware slowing things down.

If the hard drive is the problem, then why would the problem not be the same in both PCs? I've noticed this same phenomena myself. For kicks, I installed Windows 7 on an old P4 Northwood PC with an 80GB 7200rpm hard drive. It was surprisingly fast and snappy, more so than my current PC at the time which was A LOT better.

Literally just test the drive with seatools. It will tell you if it's going bad or not at that's that. The fact that you're using a very old tech, with something current is also bound to cause a whole range of issues including like what I said before, a more noticeable lag time.

You can keep asking why it would be the hard drive and all of us are giving you reasons why.

Also, you need to get matching ram, or you're going to run into even more issues there.

Get these, nice speed and cheap.

And for a new HDD get this one.

With two different ram modules you are not getting dual channel.

Oh, another thing, for the price you paid for your HD5450, you could have gotten an HD4670 that would have blown the doors off of the 5450. I am still thinking that RAM mismatch could have something to do with it. Like I said before, run a benchmark with PT7.
Another thing i was kind of wondering, is it possible that he has some sort of RAID setting in the BIOS turned on? And it is not finding a RAID configuration?
