turn off all your unused items in BIOS like your IDE drive slots since during boot the mobo is most likely searching for drives in those slots. If you have a "quick boot" option try turning that on. Turn off the boot failure guard. See if that speeds up your boot times. Are you running OEM windows? Are they full of bloatware? How many programs are trying to open @ boot?
Also once your done with all that try turning on CPU Active Core Control and see if you can run the disabled 4th core for giggles.
