Back up to 85C, not good.

Anyways ive dusted it, don't know how to apply new thermal paste without breaking it and it is Arctic Silver 5 which i have and i dont want to destroy the GPU (even though its already faulty), so ill have to suffer with jet engine mode.

My 5770 Hawk never went over 64c on load. One time I had been messing around in my case and noticed it was getting as hot as yours, but I took the card out and reseated it - problem solved. Try that, and also reapplying thermal paste/dusting.

Psu fan should be sucking air in. Which can still be a problem as its taking air away from the gpu fan. Part of the reason I flipped mine.

Just an update for anybody interested.
I cleaned out the heatsink which was half covered in dust (only the ends of it, nothing inside and it was minimal. less than i would expect for 2 months of service).
Reapplied some ARCTIC SILVER 5 which i was advised not to because i could fry the card, i did it anyways dispite the fact i had no money to buy a replacement if it died and i didnt clean it with alcohol i used toilet paper.
Drop of 15-20C in temps. Idle 41C, Load 62C.

Nice, glad you got it figured out man. For future reference, a little rubbing alcohol on a coffee filter works great and leaves no residue

That doesnt even look like dust anymore. So densely packed it has become concrete.

I'd look into that voltage.
Stock voltage on a 5770 is supposed to be 1.125v.
I noticed yours is 1.2v
When I got my ASUS CuCore I thought at first it just had a crappy cooler, which it sorta does, but not bad enough for the 90C+ I was getting during Furmark.
I went into Afterburner and noted it was running at 1.25v, which is WAY high.
I noticed this after I broke it down and got some Shin Etsu on it instead of the giant wad of cheap silicone paste they slopped on at the factory.
I dropped it down to accepted stocks, and now it's only running slightly higher than my HIS 5770.
Seeing as how you are running it at stock speeds, drop the voltage and see how it performs. 1.2v is going to cause the heat you are seeing
