It is true, the episodes are indeed based on the HL2 story arc. This does not mean that they are not HL3.
Wiki didn't claim that they were HL3, Eurogamer did. I remember when that article was released, if you search hard enough you will be able to find it.
It was just a natural progression. They didn't want to call it 'Half Life 3' because it would just confuse people. Instead they chose to call them episodes of the HL2 universe, like you claim. It is however, Half Life 3 but broken up into episodic releases, for the exact reasons that I wrote in my previous post.
There was a lot of unhappy campers because they were forced to wait 6 years for a sequel, Valve didn't want to make that mistake again. This is the only reason Valve released HL3 in episodes rather than a single entity. It was straight from the horses mouth, no speculation, it is solid evidence.
