choppy gameplay despite high fps

Hi
Guys, I really need your help on this one. I've got a strange issue with my computer , It's not normal at all. I tried to build a gamer pc with these :
-phenom 2 x4 955 BE
-sapphire hd6850
-Gigabyte 880ga-ud3h
-ripjaws ddr3 1333mhz cas 9
-windows ultimate 64bits
-corsair 600W

Look, I've got a few games and most of them run in a weird way. Yesterday I received a new game: need for speed hot pursuit and it runs like s*** too:
here is the problem: this game(as well as the others that are concerned) will run with high fps like 50-60 BUT it feels choppy as hell! Especially Need for speed. It is completely unbelievable!! Believe me, even when it goes down from 60 fps to 59, I can see it, it is only when fps are exactly 60 that the game is actually smooth
I tried several things but none of these worked:
-uninstall graphic card drivers and re-install others (I've tried pretty much all of them on AMD website)
-set power management in windows to high performance
-put only one stick of RAM
-set my cpu to normal clocks
-change the options in catalyst
-run games in high priority
the weirdest thing is that it does not happen in all games .
For instance it does not happen in splinter cell conviction, crysis, ruse, just cause 2 but it happens in n4speed , dirt 2 battlefield bad company 2 ,mafia 2.

note that i play in 1680*1050

Now I 'm running out of options...

vsync disabled in CCC? make sure they are all set to "use application settings" under AA and AAA and AF, hell all of them

also, you dont say how much RAM you have, windows ultimate? 7 or Vista

Power Supply wattage?

Could be hard drive related. Done a defrag recently?

Pheatton sounds about right...

try turning off your fraps or whatever you have on recording FPS.


Can't think of anyother reason.

Enable V-Sync or Verical Synchronization.

ok, I'm sorry I have windows 7 ultimate 64 bits
I've set everything I could to "use application settings" the rest of the options are set to "quality" but as I told you , i've tried all the possible options in catalyst already
I always use v sync while I play because the tearing on my screen is terrible otherwise!
I 've got 4gb of RAM
Yeah , I also did a defrag yesyerday frown.gif

I'm so desperate
