Ok, did about 3 hours of reading and research.

-updated my bios to F8 version
-set pci express to 100
-memory multiplier set to 2.0 or 800Mhz
-cpu running at 400x7.5=3.0Ghz

everything ive tried to get above 3.0Ghz results in system bios reset or freezing at win logo screen

It might be the high FSB.
Is x7.5 the highest the Multi?

Yes it is, should i lower it?

Can't see your vCore very well, looks like 1.28v. You might need more vCore for it.

Quick way to test: drop your multiplier to 6, keeping your FSB at 400. If it still crashes, you need more voltage to the FSB (Northbridge? I've forgotten what it's called).
If it doesn't crash, it means your board is capable of running 400 on the FSB, but you need more voltage going to the processor.

Current settings work:

2.6Ghz 400x6.5
PCI Express 100
Mem Multi 2.0 800/800
DDR2 +0.2v
FSB +0.2v
CPU volts 1.225

or

3.0 400x 7.5
PCI 100
Mem Multi 2.0
all voltage set to normal

anything else i try fails

note 6.0 to 7.5 multi fsb is all it provides

We have different processors but let me see what I can do.

This is what I read about your processor from the official site of Intel.
http://ark.intel.com/Product.aspx?id=39107

You can only get a Bus/Core Ratio of 7.5
Your voltage range is 0.8500V-1.3625V

My first overclock was 333x9 = 3.0Ghz at stock clocks then moved to 400x8 = 3.2Ghz for a little more fun and it was at 1.3 voltage.

Make sure to set your RAM voltage to default and even the timings.

If you don't know what timings mean. You can check CPU-Z and in the Memory tab you'll see timings below. On my RAM stickers they show 5-5-5-15 so I manually set it in the BIOS because leaving it on [Auto] will decide by it self and change. Also know what is the default voltage of your RAM and set it also. I couldn't find my RAM voltage on the sticker but I search it online with the model number.

Leave your RAM ratio to 1:1 and make sure 800 will appear. Don't go over it.

I highly recommend you using the BIOS not a software.
