You jumped from 430 to 450? Did you try doing 440? Might net you a little bit more.

well what i dont understand is: so many ppl have the same if not close to mainboard as mine, and post 3.6Ghz to 4Ghz+

also when i set cpu to 1.3v it only shows 1.2v in cpuz,AIDIA64 and Core Temp

To get 4GHz with a 7.5 multiplier, you need a 533FSB. With a C2Q, if there's any board that stands a chance of hitting that, it's the Gigabyte EP45(t)-UD3* boards.
To get 3.6GHz, you need a 480FSB. A P35 board like yours will struggle with that on a C2Q. In addition to that, it's possible that your specific chip or board (or both) just aren't great overclockers.
If it's any consolation, I could only get my Q9300 (same stock speed 333x7.5) to 3.375GHz, and I needed considerable voltage to do that.

With voltages, work in 3 decimal places like CPU-z will tell you. A vDrop of 0.1v is massive. If you set it to 1.300v and CPUz is telling your that your idle voltage is around 1.28v, that's more normal.

with my MCH at max +0.3v its stable @ cpu 1.4v
but im risking overheating my Northbridge right?

Use CoreTemp or RealTemp to monitor your temperatures, especially if you're pumping 1.36v into it. You're very close to the max specified voltage (1.3625v) so I wouldn't take it much higher.
If your temperatures under load (stress test with IntelBurnTest or LinX) are safe enough, you can consider pushing for a higher clock.
But with 1.36v, I think you may need to reduce your core voltage (and, subsequently, your clock speed) to keep your temperatures in a safe region. Ideally, you don't want to be going over 70-75c in IntelBurnTest.
