Is your friend an ISP? Those are wholesale prices, not end user prices...

And surely the place to ask about service levels is from his ISP (or prospective ISP) - if he doesn't get something in writing guaranteeing a certain upload rate from the person he pays for the service , he will have no claim if they fail to provide that service. Nothing we say here will mean anything.
