is my gpu dead?

So I believe that my Sapphire HD4870 1G is dead. The three leds are all red and the fan spins on full blast when I start up the computer. Axillary cables are plugged in fine, I tested my psu with a multimeter, I just bought a new motherboard because that's what I originally thought the problem was (solved it for about a week and then the problem started again).

The only thing that makes me wonder is that my computer does not boot or anything. Occasionally I will get green lights on my card and it will act as thought my computer will start as normal (for about 5 seconds) and my hard drive will start to spin. When I turn on my computer and it goes to the red lights immediately, the hard drive does not even start up.

I suppose my question would be: Do I need a working gpu for my computer to boot?

no you don't. it sounds like a dead graphics card isn't the problem. Sounds like something is wrong with the PSU or motherboard, even though you just got a new one

well I tested the psu with a multimeter and it showed up fine..
But then again, it is the same psu from my first build about 5 years ago.
I'm not sure how else I can test it without buying a new one. A standard 450-500W psu might not be enough for what my system requires. Or would it?
Check my build below. (keep in mind I have a wc loop)

Have you tried using your onboard GPU and taking the Graphics card out, this will force your PC to display through your motherboard, unless you know your BIOS off by heart! Hope you find the problem.

no onboard graphics
and no spare gpu laying around anywhere either; I gave it to my mom from a previous build.

Just go for a new card, if you could find GIGABYTE's HD5870, it's a nice choice for you.
I've found that the price of this card only needs $200, it's a price so appealing to consumer.
