How exactly would I go about checking for a short? Is there anything I should avoid that may cause one?

If you have the MOBO on stands properly, and it's not causing the short, leave it and try to remove the components from the case that require direct connection to the PSU, but keep them connected, then boot. If it works, awesome, start putting components in one by one, until you see the component that isn't working, and apply electrical tape to the cord/switch cords, and see if you have solved it.

Hope it helps!

Should I also remove the motherboard and lay it on a piece of cardboard as well? Same with the power supply?

Um, quick question. There is a 4 pin square slot near my CPU labeled "ATX12V". Was I supposed to plug one of my power supply cords into this? I have a cord on my power supply that has two connectors that look like they fit.

Edit - Wow, I am completely retarded. This is my first computer I ever built however. I plugged in the cord I didn't plug in and the computer beeps only once on startup and goes to the "starting windows" screen, but then goes back to the bios startup screen, and from there it goes back to "starting windows", and the cycle repeats. I don't know what the problem could be.

There be your issue. Your 4 pin is not connected to the MoBo. You can run the 24pin all day long and the system ain't gonna do squat without the 4/8 pin connected.

Well, like I edited in my post, now I have a new problem. It seems to be problem after problem for me. The "starting windows" screen crashes and goes back to the bios screen, then it goes back to "starting windows" and continues the cycle. I am currently attempting startup repair to see if that helps.

You don't have a Flashdrive in a USB do you? Had something along those lines hit me when I left my RAID driver plugged in on reboot and the OS thought that the FDD was a standard HDD. Only WAY WAY WAY too small for the OS, so it blue screened me.

EDIT- Gp to yout BIOS and make certain that the Boot Order is correct. Should be... Optical/HDD/Removable Device in that order when Installing the OS. Then when that's done swap options 1 & 2. Not sure if that would account for the BSoD but sometimes you never know I guess.
