Thermal pads are to be cut in appropriate dimensions.
I think you got proper amount of pads.
Dont stare at them as they wont fit themselves on chips.

I just put those blocks on my cards last weekend. (I cannot see your picture because of works, stupid firewall!) However I recall 4 thermal pad sheets included with each card. The 4 were : 1 - 0.5mm ; 1 - 1.5mm ; and 2 - 1mm (one long one and one short one). After install I had left over 1.5mm and 0.5mm but barely enough 1mm. Do your best to follow dimensions with the 1mm for they give you just enough.

I was confused about this as well. Just measure the dimensions of the pads after measuring the thickness with a pair of calipers. You'll have some left over.

The square pad in that picture is the .5mm thick one and goes over the two big chips with stickers on it.

The one in the lower left should be the 1.5mm thick one and that goes over the voltage regulators (left most side of your board, small little silver chips) which EK recommends putting a small dab of TIM on. There is also a small chip to the left of the gpu the will require a 1.5mm pad so be sure to save some (you'll have a bit left over from the voltage chips).

The top most pad and the centerl pad on the lower row are both 1mm thick ones and go on the chips surrounding the GPU as well as on the little chip to the left of the gpu and the two chips above the stickered chips on the left.

hope this helps.
