GTA IV runs fine on a dual core. I borrowed my mates GTX 460 and I was playing it 1600x1200 nearly max settings, CPU usage was only 63%.

i run gta iv max settings and get 50fps no stutter runs fine after all the updates lol

Yes u read correctly..
It really depends on the game. My buddy has an e8600 at 4.5 and it bottlenecks his 4850x2 in bc2.

i got an e7300 at 3.38 with a gtx 470 and i can still game at near max settings at 1080p
some games like gta iv, bad company 2 and black ops showed no gain when i overclocked the gpu that indicating that there is cpu bottleneck there.however by palying leaked crysis 2 i was getting fps in 40's at hardcore Settings. Conclusion yeah you will be good till now but not in coming future buddy

My Q9650 is still extremely strong when compared to other offerings. I see absolutely no reason to upgrade for at least another year.

A C2D can still cut it for gaming, just depends which games you play and what settings.

There's a noticeable difference in games that are optimized for quad cores, but if you aren't playing those games then it's just fine.

My friend had an e8400 @ 4hz and a GTX 570. He could max out Metro 2033 easily @ 1080p in DX11. But he recently ditched 775 and went 1156. So I'd say it still is good, granted you're talking about a different CPU...
