No, on stock voltage that's not normal. Have you increased voltage? Have you opened your case to clean out dust lately? Have you checked your thermal paste to ensure it doesn't need to be replaced or reapplied?

That's too hot. We have the same processor. Actually mine was worst. I use to not care about what was going on with my computer. I use to play heavy games and get shutdowns but I didn't know what caused it. Till I got so bored one day I started to check the temps and learn to overclock. I was on stock and my idle temps were on 60. That was idle temp and I didn't even know if its normal or not. I asked a friend and he said its something about the cooling. I actually remembered I had no thermal paste on. I saw it before dry out on my PC when I cleaned everything and I didn't know it was that important. I bought a cheap cooler and used the thermal paste that came with it. I'm now at 3.2Ghz and my idle is at 40. It can go lower. I suggest you cleanup the dust and buy a cooler. The best you can get is Coolermaster Hyper 212+. You won't regret it. Your temps will drop down drastically. Then come back and we'll help you.

One more thing. Till now even there are programs people don't use it much. Its not much of a use and there are less options. Learn to use the BIOS its complicated at first but you'll learn in few hours just like I did.

Oh that's bad. Uhm.

These are my settings and try it. You said you get around 60 when playing so I'm sure during idle its lower.

Try these settings:

FSB: 400
Multiplier: x8
Core Voltage 1.3

If you are able to do it with setFSB then good because I have never tried.

I think you can't overclock further now. The only way is a P45 motherboard and a new cooler.

Get an good cooler before you do anything else. 70C is way, way too hot for nearly stock clocks and running a game.

When is the last time you blew the dust out of your case? If you're on a pre-built like an HP or something, you may need a new case as well to get good airflow.

Get at least something like a Hyper 212:

Or better yet a tower like a Mugen II:
