Boy, this is getting messy. Let me clarify:

CPU-z and PC wizard both say 2 sticks (slot 1 and slot 3) of 2GB Gskill ram F2-8500cl5 so I should have 4GB, right?

No! That card is slower than the HD5670. And before you ask, so is the GT440 (which is a replacement for the GT240)

Here are two:

1. with 512MB GGDR5: http://www.newegg.com/Product/Produc...-504-_-Product

2. with 1 GB of GDDR5: http://www.newegg.com/Product/Produc...-340-_-Product

3. If you want something more powerful, get a Nvidia GTS450, here is agood, factory overclocked model : http://www.newegg.com/Product/Produc...-415-_-Product

The RAM is DDR2, DDR stands for Dual Data Rate. It runs at 400Mhz (actually it runs at 200Mhz and 400Mhz, but that is a long story). But it gets the job done as if it were working at an effective speed of 800, and so it's called 800. There is nothing wrong with his ram.

No, he shouldn't. Why in the world should he turn Speedstep off ?

Speedstep is a technology Intel uses to lower the CPU frequency and operating voltage when you are not doing anything meaningful (or nothing at all) to lower power consumption, heat, and fan noise. AMD has it too; it's called Cool'n Quiet. As soon as you start a program that needs more horsepower, like a game, the CPU will go back to full speed.

What you are seeing 1.2Ghz is the CPU idling.

HOWEVER, there is a problem. The FSB of that CPU is 1066MHz (266 x4), and not 800Mhz (200Mhz x4). Your FSB is incorrectly set in the BIOS, You have to change it from 200 to 266.

As it is, your Core 2 Quad Q6700, which is intended to work at 2.66 Ghz (10x 266), is only working at a max speed of 2 Ghz (10x 200)!

10 is the CPU's multiplier. You multiply that with the FSB's real speed to get the CPU's load speed.

When the CPU is idling is lowers the multiplier to as low as 6x, but can go anywhere in between, depending on what it is doing and the system's needs.

The FSB is rated at 1066 Mhz, but in reality runs at 266 Mhz, quad pumped, which is a technique to pass four times as much data, and as such is called a 1066Mhz FSB. The same for 800Mhz FSB, which in reality works at 200 Mhz.

Clear ?

That actually explains a lot. I will see if I can't change her bios setting. Also, as far as the video cards go, I was told that I probably can't get a PCI Express 2.1 card to work in a 1.0 MB. 2.0's (I was told) would work, but 2.1's were iffy.

Speedsteep lowers the CPU voltage/Mhz when your idle, not doing alot... this DOES slow down the computer, I saw about a 17% performance increase when I disabled speedstep, my bootup was also 30% faster.

Speedstep: when idle/not doing alot im running at 1.2Ghz, without it im running 3.64Ghz
firefox boot w/ Speedstep on: 13.8seconds
firefox boot w/ Speedstep off: 6.2seconds

Windows live w/ speedstep on: 17.2 seconds
Windows live w/ speestep off: 13.6 seconds

you get the message.

Turn it off for full speed speed advantage.
