Q9650 is the best choice, it offers quad core, good clock speeds, they are decent overclockers. Sure you probably won't be able to reach 4ghz, but with modern games supporting 4 cores, you will get the most use out of a Quad in the future rather than a high clocked dual core.

This isn't to say that either one will be a slouch, just, IMHO the Q9650 will be a better choice going forward.

The Quad no doubt about it. Core 2s are getting long in the tooth as more and more games are becoming multi-core optimized.

The Q9650 over clock easily to 4Ghz. I've seen them top out at 4.2Ghz on moderate air cooling.

Depends what you are paying for it. The Q9550 is far better value then the Q9650.

E8400, unless you get the 9650 fo cheap. Games only use dual cores and i play all of those games perfectly on my E5200.

The Q9650, by far. The 2 more cores will help when you want to open Word and write some stuff when the HD TV show your watching goes to commercial. It'll help a lot in newer games that will take advantage of 4 or more cores.
