Hi OP,
Yeah it is ssfe to OC some. +1 on xd that is watch your temps. Keep yoour cpu under 60 C runnning prime 95 and you will be safe. Use the multiplier to oc and then play with the rest of your settings. I would suggest that you stay away from V-settings with the stock cooler as you ca get into trouble very quickly with them. Also just because a cooler doesn;t cost the price of a new cpu doesn;t mean it is ineffective. While I am sure the noctura will offer some gain over the Hyper 212+ it doesn't make the 212 any less of an affordable, viable solution for moderate ocing.

Hyper 212 Plus is a great cooler. And it costs about $30. Just buy it and try it. No use spending hundreds of dollars on hardware and then OC'ing on a stock cooler. It will just be loud and not very effective (the stock cooler).

Simple,what are your temps now?If you stay under 48c you can bump it up some,if it gets hotter than that I wouldn't.If you do-make sure you get a quality thermal grease,this will lower your temps some.Also your case cooling makes a difference.

NEVER and i mean NEVER overclock on a stock heatsink some are good but they are not aftermarket buy the Noctua NH-D14 or the Cooler Master Hyper N 250(which i own) those are both really good and really cheap aftermarket heatsinks.
