ok so i want to make my fans run faster. is there a program? or do i have to go into bios?

Nothing short of overvolting them, however you'd quickly decrease their lifespan.

Click the blue text titled: "SpeedFan 4.42"

if you increase the percentage to 100% but can see no speed diffrence go to:
"Configure" > Advanced > Chip: (Chipset) E.g.: Winbond W82.. > find "PWM 1 mode" "PWN 2 Mode" etc, and set them all to "Manual PWM control" then tick the box "Remeber this".

You aren't going to be sending more than 12v to your fans with SpeedFan..

Given the responses by the OP it's likely beyond his technical ability.

If I were you I would just get better fans. Much easier than trying to overvolt fans.

overvolting fans is unwise. You'll get little improvement, as the fan is not a dc brush motor, but a brushless one. There is an Hall sensor that detects magnetic field of the outer part, driving back the power transistors switching the coils. Overvolting might get you some more torque, but also more heat. Speed might improve a bit, but not too much, as the control electronics would probably limit the current in each cycle down.
