If all he's doing is using it for MS Office, you might as well just open up the laptop, replace the wifi card (under 30 bucks) clean out any dust and stuff and maybe replace the tim. Then do a reinstall, should be as good as new, unless he physical damaged it. And if its still too slow add some ram.
And when all of that is done, if he isnt happy with the performance, at most he spent $80 to give life into a new laptop, which someone else in the family could use and he could get a new one.
