how do you know this is a cpu problem?
if your mobo states it supports quad cores than it will be fine

edit.
you do realise, if your q6600 is at stock 2.4GHz it is being a bottleneck for your graphics card. its just too slow at that speed.
to increase fps (frames per second) you need to overclock your q6600 to at least 3.2GHz.
there is loads of info on that in here or reply and we can help

3.2 is even too slow. I had a Q6600 at 3.3GHz and it wasn't enough for my HD 6950. During heavy battles in Black Ops it would dip into 35-50 FPS. Mind you, most of the time it was 90-120, but the drop was definitely annoying. At 4.8GHz on my 2500K I never went below 90 FPS.

Those are good results you got from a Q6600 to a i5 2500K but I have to say that Black Ops is one of the worst coded games. And having 4.7Ghz is way to high so probably that is the main reason you are getting above 90FPS I'm sure if the game was coded better then you would go over 150FPS. That's just what I feel from checking benchmarks every time. Seriously I don't see a huge difference between MW2 and Black Ops when it comes to details. But when I see friends/people playing it on their PC I find that the MW2 is smoother.

Black Ops is made CPU intensive.

Cheers. I don't mean to bash or anything just saying Black Ops isn't made perfect.

No, I get it. It's horribly made. I had a lot of problems with it when it first came out. That's why I used it as an example for worst case scenario.

Yes.

Without knowing what game, what settings, what res, etc -- the dips could be a result of the GTX 465 just not being power enough.

Are there non-industry people that can look at the code for a game like Black-ops and legitamately critize it,or even less just play it and say,"this code is bad"? You would think that if people were coding poorly that someone on the team would speak up.

As a mechanic I don't feel comfortable telling the man that designed the cylinder head that the chamber design and material he picked for the head is bad or poor. Now I know many people that repeate what they read about this type of stuff.
