How to tell if NIC is failing?

My onboard NIC has started acting up when I change settings on it. It times out for a minute and then the settings are applied fine. Also happens when I disconnect/reconnect from a VPN at school.

I'm pretty sure it's a hardware issue because any program involving the NIC freezes(explorer's ethernet icon, network & sharing center but not IE or firefox). Could it be a driver issue? I'm using pretty old Microsoft drivers but even the latest Realtek drivers exhibit this issue.

There isn't any problem with dropping connections, but when it's connected or disconnected or a setting is changed it takes a minute or more to apply them. Before it would take just a second. There isn't any noticably increased CPU, hard drive or network activity while it is hanging.

by the way my ethernet cable is good, just got a new CAT6
