i was really surprised at how well i was able to play WoW with setting my downloader only 50kB/s less then max was still at like 190 MS. maybe you can get him to give you a little headroom.

I'm pretty sure hes downloading high seeded "stuff", which gives you 1mb downloads and 500kb uploads. That easily slows down everything

You can also limit the time when the connection to his PC is enabled through the router.

What router do you have? And what is your "linksys"?

One thing ive noticed from torrenting is its not really the download tht kills me its the uploading. I can be downloading a torrent at 1000kb/s and not get any lag as long as I set my upload to only be about 50kb/s. Just a thought really. But im really generous to the people on my internet connection since I dont pay for it, so I usually only torrent when its late at night..meaning ill start my torrents at midnight and turn them off or what not at about 9am. This leaves the internet open for anyone during prime time lol.

Try having a talk with your bro, tell him its "fine" (cuz we all know its not, but still..) to download things off the web, but do it at a time when people arnt trying to use it. Neither of you really have a greater claim on the internet since your not paying for it, but at least if you could come to some sort of agreement, you could both use it happily.

QOS is quality of service and if your router has it built in it will prioritize certain traffic, such as games or streaming video.
Also, if he is using the defaults on his torrent program then Im willing to bet its set at something like 500 simultanious connections globaly. This will destroy most routers performance. Only the higher end routers can handle more than about 200-250 simultanious connections without spazzing out.

Alos, like someone else said, ask if he will just limit his download and upload speeds since it is slowing everything down so much. This, combined with QOS enabled in the router(if you can) would solve most speed problems. Your donwloads might still suffer but gaming and what not would be much faster.

Another suggestion, if he is using an app like utorrent, then there is a schedualer built into the program. Ask that he sets up the schedual to only allow utorrent to be active at night, or when everyone is at work or something. Its super easy to set up.

Because he's downloading movies/music and I want to make sure hes not downloading new movies (movies that are easily target to get a letter from IPS)

Tell me more about the QoS, does it limit?
then have your parents talk to him. if he's making the 'Net slow for everyone then it's clearly a problem.

In his program (not sure if I know which one you're talking about ), you can set the bandwidth allocation to low.

You can setup QoS and limit his bandwidth from your router.

What router do you have?
