Looks like a solid unit. Probably a single transistor forward configuration. It's definitely not a 650W though, the internals aren't nearly beefy enough for that. But as a 450-500W unit it might do well. Assuming that they didn't cheap out and use under-spec'd silicon parts.

It should work. It's not a fantastic PSU, but it should do fine with a GTX470. Just don't overclock it too much or you might hit stability issues.
