Change the following -

CPU Ratio - 23
BCLK - 174
Intel SpeedStep Tech - disable
Intel Turbo Mode - disable
UNCLK Frequency - auto
QPI Link Data Rate - auto
CPU Voltage - 1.35v (this may have to go up or down. All chips are different. Run prime95 to test for stability and adjust accordingly. Ask if you don't understand what I mean.)
CPU PLL voltage - 1.8v
QPI/DRAM Core Voltage - 1.325v
DRAM Bus Voltage - Set this to what the ram calls for in their specs. Usually 1.5, 1.6, or 1.65. Plug your ram into newegg if you don't know the recommended voltage. It will tell you.
CPU Differential Amp - Auto
CPU TM Function - Enabled

Leave everything else like you listed it. Try that and let us know.

I backed out because Couple of numbers have changed on me is this something to worry about ?

DRAM Frequency: DDR3-1744Mhz
UNCLK Frequency: 3488Mhz
QPI Link Data Rate: 7674MT/s

These are the new numbers or should i go lower than what i first had at first? The current option i had at first is not there to choose from...

Your ram may do fine at that speed, however I would back the ratio back down to a lower speed until you stabilize your cpu.

Put unclk freq and qpi link data rate to auto.

Put it back at manual and raise your vcore to 1.4v. This is too much I know, but we just want to see if it will boot with the settings I posted above a 1.4v for vcore. If it boots let me know.
