CPU multiplier changes itself (not cool n quiet)

My CPU multiplier changes itself from 14 to 4 randomly. it seems like it happens every other reboot or hibernate. one reboot it will be 4, the next it will be 14, the next it will be 4 again, the next it will be 14 again, and so on. like I said, cool n quiet is disabled and my cpu speed isn't jumping around or anything. It just changes based on when I reboot. This is my first overclock.

did you OC from bios or did you use one of those badly made OC programs?

just restarted and of course now cpu-z shows this

I am a turd you guys. Cool n Quiet was turned on when I went to check on C1E. Thanks for your help though, when I turned it off that fixed it!

This might be C1E. You definitely shouldn't overclock 1055T on this board by the way, very cheap 4+1 VRM unheatsinked - lower end Gigabyte boards are (though less than MSI) known to blow up. Both C1E and Cool'n'Quiet do NOT need to be turned off. Full CPU speed is there when you need it, slower when you don't. It actually works really well even for me with a 4Ghz 1055T.
