I'm assuming that TurboMode is currently disabled. Please verify. Also, have you tried enabling it and setting 191x20?

With 211x19, it sounds like you need more CPU Voltage. Just watch your temps!! Additionally, with a higher BCLK, you realize a higher RAM frequency, so you should start raising the IOH CSI Voltage (QPI PLL).

Yes, Turbo is disabled. On my MB, the only way to enable it is to set the multi to "Auto". I'm pretty sure I tried that (191x20 w/ Turbo), but I'll do so again.

If I go any higher with the vcore, my temps get to high (>85C in Linx). What should I raise IOH CSI to? Should I raise it on it's own (I've been trying just raising IOH, ICH and ICH CSI to 1.22 all together, but it seems to make no difference). Which of these voltages affect the CPU heat? I have pretty good airflow, so I could probably up the ones that don't quit a bit (if it helps).

OMG don't use higher vCore with Mugen o.O Do you wanna fry your CPU? If it works use 19x211. And Try lowering your vCore step by step, You'll see when it will be unstable. And test CPU with some games, programs like OCCT and others always stress CPU by 100%, games don't I assuming You'll play on your rig? Also check if You have disabled Spread Spectrum.

If I lower the vCore I get the same thing (freeze) or if I go way lower (eg: 1.325) I get a BSOD.
I do game some, altho it's not all I do. I'm planning to sell this rig in <6 months, and go for a lower end overclockable sandy bridge CPU and a better GPU (the whole reason I went x58, i7 vs P55 i5 is because I wanted HT and such for encoding, but now a lower end CPU+quick sync does that for me, so I have no need for high end), so I need it to be rock stable and run at whatever speed I say it runs at even if it's the middle of summer.

Should I lower the vCore a notch at a time until I get a BSOD and then report it here?

Bah, I live in argentina man, I can't just buy a new cooler...
So I guess 4GHz isn't doable on my setup? Sucks my CPU needs >+.5v for those extra 200MHz

And I live in Poland. You think we're rich or we have a lot of PC stuff in shops? ^^ We have XX century in poland right now haha xD I hate my country, people You can meet here are thieves, liars, idiots and... politics xD Still 1.35 isn't that bad, but there no real difference between 3.8GHz and 4GHz. I say stay with 3.8GHz with the settings you have before. Oh... and if I were You I wouldnt get 1055 platform instead of X58. It's not worth in my opinion.

Over here my biggest asset was a field I had... I say had because it's been "invaded" by a bunch of dudes, and it's almost impossible to kick 'em out. I went into a PC shop here once and asked: How do you recommend I mount my cooler, blowing air out thru the PSU or the back fan? The guy answered (and I quote) "I'm pretty sure all coolers blow up [away from the CPU]". I had to hold my breath to not laugh.

Yup, I think I'll have to stick with 3.8GHz... sucks, I would have gotten a hundred bucks more from the system just because it's at 4GHz... I'll have to promote that all CPU features are enabled, or disable some before selling it LOL.

Edit: here's a joke about argentines:
When God created humans, he gave each nation two virtues, hence french are good cooks and lovers, germans are smart and orderly, etc.
But he made a mistake: he accidentally gave argentines 3. So he and St. Peter debated about what to do, and they resolved that they'd let argentines chose 2 of the 3. 124 BSOD means You need more voltages on Your QPI link. 101 BSOD means You need more vCore voltages.
