Screen Tearing with XFX 6950

I recently purchased an XFX 6950 and I'm getting pretty noticeable screen tearing in multiple games (Crysis, Metro 2033, and other FPS). I've tried on 3 different monitors:

- a friend's old Mitsubishi Diamondpoint 17", 1024x768 @ 75hz
- my old HP w2007 20", 1650x1080 @ 60hz
- my new HP 2509b 25", 1920x1080 @ 60hz

I've forced Vsync to "Always On" in the CCC and yet I'm still getting the tearing, always on the top third of the screen. The card was shader unlocked and overclocked, but I even reverted back to the old bios and ran at default clocks and I'm still getting tearing. Otherwise, it runs great with no artifacting or crashing/blue screens, and benches fine. Temps are low (haven't seen it hit 70C under 100% load.)

Is my video card bad or do all my monitors suck?

Update: I just tried running Crysis in Windowed Mode, and there's no screen tearing (but there's a significant drop in performance, which is normal). This leads me to believe that Vsync isn't working properly in full screen mode. However, I do notice a hard limit of 60 fps with fraps in full screen mode as well, so that seems to suggest its on and yet still not eliminating the tearing. Any ideas?

Update 2: Ok, so vsync was obviously not functioning properly. I remembered a program I had to use with a game that didn't support Vsync called D3DOverride which is part of Rivetuner.

I downloaded Rivatuner and turned on D3DOveride, and tearing is eliminated. Kinda disappointed with AMD drivers not doing what they're supposed to, but the problem has been fixed, and now I know my monitors/video card are fine. If anyone else runs into this problem, just use D3DOverride from Rivatuner. It'll force Vsync, unlike Catalyst Control, which apparently doesn't do anything it claims to do. It worked in Stalker: COP and Metro 2033, but Crysis seems immune to even D3DOverride. Guess I'll have to live with the tearing in that game.
