Actually, the Tab dev community is pretty lack luster, especially compared to devices like the Nook.

No it can not. The galaxy has not gotten a single Honeycomb rom, nor is it likely too for quite some time. Samsung did some stupid things with the drivers and such that's causing real issues in using any non-samsung based roms. The devs are still working on it, been trying to fix them since CM6, and are only now making some real progress. Not sure you really know what you're talking about here...

He could get a nook color with equal screen, near equal hardware (especially once OC'd), and better dev support right now for less than the tab will likely ever be new. You lose the camera, GPS, and Cell radio though. It's a trade off.

Its got very similar hardware to the nexus S so it'll get lots of support into the future and if its anything like the galaxy S its pretty hard to brick as well.

Now, lets let the OP decide
The screen on the Nook and the Tab seem very similiar. Both are IPS, both are 7", both 1024x600, etc.

And the Galaxy S is very modder friendly within a certain boundary (samsung based roms), but nowhere near the nooks friendliness outside that.

Nope. Tab has a IPS LCD, always has. It was hoped they would use SAMOLED, but they did not. The next version may, but the price may prohibit it.

The Nook Color is a low cost product that you can room and put a custom ROM on it for websurfing and apps.

Another good product to look at is the Archos 70/101 Internet Tablets. I have the Archos 70 and love it. It has a capacitive screen, 1ghz processor (not dual core), plenty of expandable storage space and it plays almost any video format you can throw at it. The one limitation is the low RAM on it. However you can root the Archos tablets and allow for RAM swapping which will remedy it. The 70 and 101 both run under $300 iirc for the 8gig models a little bit more for the 16gig models. Both of which are expandable to 32gig with micro sd card. There is also a Archos 70 250gig model.

Everything E said is correct, I'm not sure why Jack was fighting so hard for Galaxy Tab, the Nook is such a great deal for what you get at $199.

The flash version of the Archos 70 if great, cheap (relatively) and is still portable.
The only quirk I have had with it is the wireless card not initializing on restart if I power it down all the way.
