Maybe your using the wrong guns for long range? I found a few pretty cool long range ones. There was one I had to pump all the time, but it certainly mowed down people at long range. Other than that I just used a pistol converted to a sniper rifle
Why would not living on the surface force us to live it such crap holes?
All the underground towns seemed to be constantly fighting off monsters, so I don't know if they had much of a chance to build 5 star hotels
And bullets as currency? Seems very pointless.

Unorganised? Each town had a defense perimeter, patrols, carts transferring stuff between towns. Sound fairly organised
Why hasn't someone tried to conquer the metro?
There were people trying. 2 or 3 groups I think.
I think this games story really isn't tuned to human nature. Trust me, someone would raise an army and send the metro system to hell in a heart beat in a thirst for power.
Yes... That would be fine if you were the only person to do that. But as mentioned there was a few groups/armies, and during the game you have to sneak through a massive battle between them
Bit hard to take over the world when other people are trying exactly the same
