Strange Blue Rectangle

This morning I woke up and turned on my monitor to see a big blue outline of a rectangle in the middle of my screen. I wish i took a screen shot but i didn't.

The blue outline would stay on top of any application and my mouse would go under it. I restarted my computer and the box was still there even when booting in bios etc. The blue rectangular outline was about say 6 inches high by 9 inches long. It looked to be in proportion with my moniotrs resolution scale.

After the reboot was unsuccessful I just turned the monitor off then turned it back on and it was gone.

Has this happened to anyone and should it be something to get concerned about?

EDIT: The rectangle outline would stay over top any application but I could see inside the outline. Also in a black screen, inside the outline would be TOTAL black while outside the outline would show the regular light bleeding or not TOTAL black.

sounds like the monitors options box was trying to open up. Turning the monitor off then on reset it.
One time deal, don't worry about it, if it keeps happening and your monitor is under warranty, contact manufacturer.

Picture-in-picture feature on your monitor? What you describe is essentially what happens when I turn mine on by accident.
