I would ignore the startup value, each of those fans pulls around 13w each though so a 30w channel should be plenty enough for 2 fans, meaning if you get a 4 channel 30w controller you can handle 8 of those. The startup value is nothing more than a small blip, it most likely won't cause any type of damage to the controller.

If you want to run just switches, id just build one. Those fans dont pull much current, you dont need really heavy duty automotive switches.

Seems liek it could be a cheap alternative to a fancy controller. Have whatever fans you need to allow the computer to idle and do mild things. Then have your other fans on switches so you can move some air when your gaming or w/e.

So even if the startup current is double the max of the channel it shouldn't do anything?

The reason fan controllers die is not due to short load spikes above what they should normally handle, it's due to prolonged exposure to loads above what they should be handling, at which point they overheat and die.
