Getting low fps in WoW

Can someone help me understand why my fps regularly stays at about 30 - 40. Some areas i will get 60+ frames but its mostly a average of 35 frames where ever I go. I keep the vsync off to.
My friend has the exact same video card as I (just a diffrent CPU) and he gets a solid 60+ frame everywhere he goes at ultra settings. Our cards are at the same clock speeds, memory, shader etc; and mine is at lower temps of 40c while his hangs around 70c.
I would like to fraps with this card but the frames drop to 20fps (even while the graphics setteings are set to "Good") while his fraps at a nice 40fps :O
I love a smooth frame of 60 and it would be really nice if someone can help me =C (Btw OC'ing the card doesn't help much, maybe a 5 frame diffrence but that's all)
Here are my system specs...

EVGA GTS 250 1GB @ 735Ghz
CPU e2180
Monitor resolution @ 1680 x 1050 (frames do not change when I lower it)

Ask me for anyother specs! OR read my system specs below ^^

Wow is more CPU based game.
If your friend has a better CPU, that would explain the difference.

Fraps also need good HDD in order to safe the data much quicker.

Like Defoler mentioned, WoW is CPU based. I get 40-50FPS in WoW with my little C2D OC'd to 3.51ghz. Quad cores get the FPS that you are looking for. Honestly, 30-40fps is more than ample enough to play WoW. Higher frames don't mean much when playing other than how smooth it runs on the screen. You aren't playing Crysis. What makes the difference in WoW is Latency. Especially in PVP, the higher your latency the slower your reaction time to whats going on in the game. Be happy with that 30-40fps. There are people out there with much less.

I was just expecting a little more then what i was getting bc i know this card would mop up that game. Guess upgrading the CPU to a e8400 will do the trick
