2x 6850 downclocking problem

When playing games my cards will down clock randomly and cause my game to freeze or struggle and it can really be annoying. At first they wouldn't enter 3d mode at all while firefox was open but I fixed that by disabling flash hardware acceleration. Is there a way to disable down clocking altogether? Or is there an easy fix for this? As a note I posted on here 2 days ago about my card overheating and everyone seemed to agree It was being caused by my ****ty old PSU, could that also be causing this somehow?

There's a GPU overclocking software out there, I think it's GPUtool that allows you to control all three states' clocks. As in, I could overclock the 2D speeds to match the 3D so it was permanently set in 3D mode in a sense. Did it with my 4770s back when. ^^

And it looks fine to me according to the usage meter there. What games are you referring to?

Well i tried gputool and it doesn't work at all for me.It doesn't detect my cards clock speeds or anything. I also tried setting the 2d profile in msi afterburner to match the speed of 3d but it seems like the card itself is over writing that setting.

I'm not sure what you mean because those are the clock speeds in the pic. This happens in every game that i have tried so far.
