A 500W PSU could actually probably power the majority of the rigs on OCN.

or should i go with a quad core?

idk if a quad core can last with my 500 w power supply
Your RAM is fine I say get a cheap Quad core you can probably find one in the For Sale section from a Member here
or

Something like that but if you're looking to shock the life back into your PC, I would consider a new GPU and a 1080P Monitor after you get a new CPU in your system. Something like a HD 5770,5850, 6850, 6870 or GTX 460, 470 would do wonders especially since they're in the 100-200 range those GPU's would deliver amazing results at 1080P for your system.

I am fairly tight in my budget at the moment.

I think if i drop 75 on a Intel Pentium Dual-Core E6500 Wolfdale 2.93GHz 2MB L2 Cache LGA 775 65W Dual-Core Processor, it would be much better than my 1.6 ghz.

I will be dropping around 55-65 on a 4 gb g. skill ram from new egg.

This should allow me to play smoothly on 1v1?

such a cheap quad core, is the site legit??

a 2.33 ghz quad core is much stronger than lets say a i5 2.66ghz?

Yes Ewiz/Superbiiz is a Legit site.

Edit: If you already have 4GB of RAM in your system no need to upgrade and buy more RAM I personally say buy the CPU and save up for a Monitor + GPU.

Why don't you buy the game first. Try it out on your hardware, if you're not happy with the results, upgrade. You're willing to upgrade anyway it sounds and at least that way you could put the question to rest whether the 2140 was enough for the game. If you overclocked it a lot it would help too.

an i5 750/760 will be much more powerful than that core2quad, but it would require a new motherboard and DDR3 RAM
