The thing, is that every AMD board comes with a backplate installed. Some aftermarket coolers (like most waterblocks) requiere you to swap AMD stock plastic mount + backplate for a through-hole screw system plus a stronger backplate in order to apply more pressure.

Is the Corsair A70 available over there? That uses the stock AMD mounts.

Edit: NVM just read that it's a bit expensive for you. That's probably the best one, though.

then you definitely don't want to skimp on the cooler...a70 would probably be about the best you could get for stock mounts

I bought the A70 after looking at review, thanks for the recomendation guys. Looks like one of the best air coolers.

What I noticed is that my cpu fan does not go over 3500 rpm, and the stock cooler should go up to 5000rpm. I tried everything to get it up to that speed but nothing. I think its a dud.

Good choice. The A70 is a very decent cooler, albeit loud at high fan speeds. Just run it at the lower fan speed and you'll be golden!
