i5-2500k - Knocking back to stock Ghz after OC

I have all the safe options turned off, this includes c1e, c3/c6, thermal monitor, eist function and even prohoct. But for some goddamn reason, my CPU keeps jumping down to stock settings, to 3391mhz. Any helps :<

I had OC'd to 35x/37x/40x and everytime it would jump back down after about a couple minutes.

Is c-state turned off?

Is the option to change ratio from the OS disabled and is turbo mode off?

Something like EIST might be on, which is a good thing, so it'll give you power and voltage only when you need it to.
