This one is really not good at all for the price. So far from it.
-Generic 1333 CL9 memory and 1 DIMM = single channel = craptastic performance and bottlenecks!
-GTS 250 for that price... no, you can get GTS 450 or GTX 460 768MB for that price, both much better and DX11
-AMD chipset would be better than nVidia if not using SLI, actually some AMD chipsets can run SLI with a hack/patch and do it pretty well
-Not a good PSU

The 250 is a 9800GTX+ re-brand, still a good card. I wouldn't recommend switching out for another card with less than 1GB of RAM. I put a GTS 250 in my system to play with last weekend (the 512 version) and it lagged on modern warfare 2 at 1650x1050 and one of my 5750's can almost max out that game.

I would change:

1x4gb to 2x4gb... If you want to go cheap there is a kingston set for like 20 AR.
I would get a different PSU.
That video card is horrible for the price. I would get a 5770 for less or try to find a 460 768mb.

Also are you really going to go for SLI? I'm sure you can get a cheaper motherboard that is not SLI or CF if you are only going to use one GPU.

What with Newegg today randomly raising prices $10 on everything (damn you Newegg), this is the best I could do...
Phenom II x4 955 + ASUS M4A87TD EVO - $237
Sapphire GTX 460 768MB lifetime warranty - $135, $115 AR
Corsair XMS3 2x2 1600 CL9 + CX-500 PSU - $105, $85 AR

$477, $437 AR

ML241: I know, I was a 250 owner Overpriced for $140 though, the GTX 460 768MB (tons better) I suggested is a full $5 less and $25 less after rebate, and even comes with a lifetime warranty.

Ouch, major downgrade there with the Athlon II x2
I configured my build based on the parts he needed and in the shopping cart, but a full system similar to that for $500 (with a few item swaps) would be fine

Thanks for the help so far! I have had nightmares with ATI drivers so I like to stay green. I was kinda thinking SLI for him if he wants more power down the road for his system as this is kinda a weak build in my eyes in the first place GPU wise! He has a 1920x1080 monitor, so I was trying to keep that ram high!

Isnt the 250 DX 10 where the 9800 is DX 9 or am I confused? I am not the best at budget builds cause I save up alot to build my system! Thanks for all the help so far +REP!
