Yes and no, you can always move something without electronics. What the guy was thinking was that the EMP would affect modern vehicles. The thing with EMP is that it is most effective on devices that are powered by the grid. Devices that are also on tend to have a higher rate of being damaged, but generally battery powered devices ([edit] Honestly anything off the grid) aren't as easily damaged. They have even done nuke testing on cars, where the car was fully functional after a nuclear explosion. Essentially EMP is not the holy grail of electronic warfare, you could easily create a Faraday Cage or other various methods to shield from EMP. Basically he gave me the upper hand with a nuke, mine acts as both a destructor and an EMP. Win win in my book!

This is just AMD crying.

However, I do agree that the final push for x64 needs to just be made already. Honestly MS should have just phased out x86 with 7 and provided only x64; that would have made the necessary push I'm referring to. x64 runs any x86 software, so what't the reason in not going x64 other than your hardware not supporting it? MS would have surely lost a lot of sales since plenty don't have x64 capable hardware, but come on, we're trying to advance over here, catch up x86 slowpokes!

It's over, AMD is finished.

25% amd fanboys
25% intel fanboys

I read the article, however the person thought that they knew what an EMP could do. I do think X86 power should be something to be proud of, it's just that AMD is changing the game on this, or at least trying.
