I could use some help please

I am trying to get this straight. I am a newb at this, i7 950 what should I have my CPU modifier at? I have 3.8ghz but only when the cpu gets going as the TM is on and my CPU multiplier is set to 21. I changed that to 24 and turned TM off and changed the BLK, if i didn't change the BLK then the clock was like a 4.4 or something. how to make this thing stable??? Let me know if you need more info. Sorry new to this.

As long as your NH-D14 is mounted properly and you ambient temps are not at some ungodly temp, the following bios setting should get you to 4.0ghz -


AI Overclock - change to manual.
CPU Ratio Setting - change to 23.
Intel speedStep Tech - change to disabled
TurboMode Tech - change to disabled
BcLK Frequency - change to 174
CPU Voltage control - change to manual
CPU voltage - change to 1.29 (you will have to test for stability at this setting, see below. If it passes you can try to bring the voltage down. If it fails, raise the voltage notch by notch until it passes.)
DRAM Bus Voltage - Look up your RAM and set this to the voltage the specs say to run the ram at.
Load-Line Calibration - change to enabled

Under Advanced tab-

C1E Support - change to disabled.
Hyperthreading - All the above assume HT is off. Leave it off if you have a gaming rig. Turn it on it you plan to use your rig for heavy CPU programs (encoding and the like). You may have to raise CPU volts to accommodate for HT being enabled. All chips are different so your results will / may very.

All done. Make sure you EXIT AND SAVE the bios and don't accidentally exit and discard changes.

Once the computer is up, run intelburn on veryhigh settings for 10 passes. If it passes that, run prime95 on blend for 12 to 24 hours. If it passes those you can try to bump your CPU voltage down a notch at a time and re-run each test until it fails then go back up to the nest highest known good voltage. Or you can keep it how it is.

Ok at 4.0ghz now. Running Prime95 for 1 hour so far, temps are at the hottest core using Coretemp is 69c. Temp in my house is around average 18-21c. I already had the ram set up when I posted for help. I turned all the stuff off you said and so now I am down to 4 cores. I turned off Hyper threading because this is a gaming rig , well sorta I still need Video cards and a new monitor. But so far so good on the info.. Thanks.
