6970 enough amps?!?!?

I have a HIS 6970 and it will not OC well. When I built my comp about a year ago I cheaped on the psu. I only cheaped on the psu, I know I know. I could oc my 5850's fine but not the 6900 series, I tried 2 sapphire 6950's and a 6970. Am I getting enough amps for my single 6900? I oc'ed my i5 to 4.0 vcore in cpuz reads 1.376 idle, under load it is lower. I know I am getting enough volts (I checked with my volt meter on the gpu pins while it was full load) I just think its not enough amps. I hope its not enough amps then I know I can fix this so I can oc this card. 900/1400 1.2v max oc

There are enough amps, a 6970 @ stock needs about 21A; OCed/OVed it probably needs about 30A.
The problem is that cheap(ish) PSUs rarely can reach the actual power they're rated for. Some work fine at the rated power, most don't. Supposing your PSU can actually provide 14A per rail (2to4) then by using 2 of these rails only for the GPU you may potentially OC the 6970 to its full potential.
However, if it works like most cheap PSUs and starts to tire @80% of the rated power, then with 2x14A rails you'd have only about 23A, which is a bit more than what it needs at stock. In order to OC you'd have to bring a third rail to provide only for the GPU (with a 2x6pin-to-1x6pin PCIe adapter).

Thanks thats what I needed to know. It makes sense, I am completely stable at stock but once I up the volts to my gpu it is unstable due to the amps. Should I even bother to try and bridge 2 6pin rails together? Or should I grab a new PSU?
Would I connect a molex rail with a 2xmolex-to-1x6pin adapter to a 6pin rail? I only have 2 8pins (that split into 6pins) and then the other are molex

I tried hooking the 2 molex rails together as 1x6pin and it still will not oc. I think I need a new psu. How does this one sound?
