What he means by streaming is everything is stored in the RAM buffer prior to a player's entering an area using very advanced compression algorithms. They use predicting software to try and compute where the player is heading and accordingly decompresses the textures. Also, with dynamic lighting and effects, nothing needs to be stored in the ram, everything can be rendered real time in VRAM.

From a coding stand point does it make more sense to make a game for the console and scale it up for porting to PC?

I can only figure the reason they do it is they want to make the best game they can for consoles and the PC is SOL.
