Yes and then I started playing Crysis 2 demo, I began to see some artifacts. I quit back to the desktop and saw that GPU was at 104C!!

Nope. There is a gap on both sides of the card that is heating up... Also after I disable SLI, I open GPU-Z, and the temperature skyrockets from ~60C to 84C to 90C. All while being idle...

And then all of a sudden the temperature drops back down to 70 within a matter of seconds

When you enable SLi is the fan shutting down or something on your second card? Check off SLi monitor in setting of the nvidia control panel to see what's going on in game.

Fire up HWmonitor and MSI After burner and see if they show the same temps.

The fan is on max 100%. Its insanely loud. My primary GTX 480 is a hydro copper water cooled card so that one is fine. I just purchased an ASUS one that is air cooled and its doing this..

I purchased this card second hand. Is it possible the guy I bought it from had a water block on it and then he didn't properly apply TIM before putting the stock cooler back on?

Reapply the thermal paste. The heatsink and GPU doesn't seem to be making good contact.
